Kernel is the canonical operational core; Agency OS is a product application. Agency OS presents useful workflows and assembled views, while Kernel validates and records sanctioned changes.
Why the distinction matters
A screen is not authoritative merely because it displays information. Agency OS reads through sanctioned queries and sends explicit commands. It does not become the owner of every dataset on the page.
This separation lets more than one experience use the same durable facts. Client OS can emphasize a client relationship, Capacity OS can emphasize planned effort, and another future interface can serve a different audience without inventing a second version of the underlying client or project.
The distinction also protects the Kernel from interface-specific convenience fields and keeps applications from embedding canonical business rules in browser code.
